IMG 9704ModifResolutions of the 3rd Ordinary session of the Executive committee of the Pan African Youth Union. After Kinshasa and Khartoum, from October 3rd to 5th 2016, we met in Algiers, capital of the Algerian Republic for the 3rd Ordinary session of the Executive committee, in accordance with the statute of the PYU with the support of the Algerian government.

At the Hilton hotel of Algiers, 3 important points were registered in the agenda:

- Planning of the actions which the PYU must carry out during the year 2017, in conformity with the topic of the African Union of 2017 and in the triennial action plan of Kinshasa.

- The acceleration of the installation of the African Youth Development Fund and the Establishment of a high level Committee of Heads of state and government on Youth.

In connection with the topic of the African Union of 2017 on youth, the Committee reaffirmed its wish to see the African Leaders concretizing the installation of the Continental Funds for the development of youth. On this question, we congratulated ourselves to have already crossed several doors of decision making of the African Union, including the Executive council of the African Union. For this purpose, there remains nothing any more but one last stage, that of the decision of the Heads of State for the creation of this Continental Fund for Youth Development which will be able to solve many problems that the Young Africans are facing including problems of migration and the promotion of Youth Entrepreneurship.

We wait to continue this lobbying with the African Union Commission and the Member States for its realization while remaining optimistic.

About the installation of the high level Committee of Heads of State on Youth, the Committee will continue its work with the African Union Commission in Collaboration with the States for its installation if things go well before the Summit of Heads of State of January 2017. Always in regards with the year 2017, we solved to support the organizations of a certain number of forums, the France-Africa Youth Forum in Mali in margin of the France-Africa Summit; The African Youth Forum on Demographic Dividends in DRC; the Afro-Arab Forum on youth, in margin of the Afro-Arab Summit of Heads of State in Malabo in November of this year and others forums, inter alia: the Young Entrepreneurs African Summit.

- Concerning the employment of the young people, the meeting has encouraged the Heads of state and government to continue the search for initiatives aiming at finding an African solution to the economic crisis due to the fall of the courses of raw materials, the destabilization of the African economy with as consequence the amplification of youth unemployment.

The Committee has congratulated the African Union Commission President Her Excellency Dr. Nkosazana Dlamini ZUMA for her efforts in the resolution of the crises in the African States, in particular the nomination of a facilitator of the national dialog in the Democratic Republic of Congo and has encouraged the Congolese people to find a consensus through this dialog for a lasting peace.

The Committee has congratulated and encouraged Sudanese people and government for the holding of the National dialog in Sudan.

The Committee has congratulated Algeria for the constitutionalization in the new Constitution of a Youth high council in the Presidency of the Republic as tallies of dialog for the Algerian youth concerns.

The Committee has congratulated their Excellencies Presidents Mahamadou Issoufou of Niger, Denis Sasou Nguesso of Congo, Idriss deby of Chad, Ali Bongo of Gabon and Edgard Lungu of Zambia for their re-elections. It is the same for the Presidents Rock Christian Kabore of Burkina Faso, Patrick Talon of Benign and Faustin Archange Tuadera of the Central African Republic for their elections.

To the Algerian President Abdelaziz Bouteflika, the Committee has saluted the unwavering support that the government and the Algerian people, expresses tirelessly to the Pan African Youth Union. The next Ordinary session, the 4th of this kind will intervene in the month of May 2017 in Niger.
